No, I think its just a fan.
But its definitely footage and a recording from the old days. Is it the version on Live Era?

That was a weak sauce announcement!
I think the video that launches on loading the site is pretty powerful.
Not so much an announcement as a website update with new events.

While they do not confirm the lineup, the video features an old axl/lineup WTTJ and the old logo prominently.
GnR is currently lacking 2 guitar players and Duff has toured with them recently.
Pretty safe to say that Slash and Duff are involved. Can't imagine GnR headlining Coachella otherwise.
Coachella has been rumored for a few months now and it came true, so I think its safe to assume Slash and Duff will also be there.

I live in Vegas and have a family and don't think I can get away with a road trip to Indio.. although its not that far.
Hopefully they also play the Las Vegas Arena.. otherwise I may just have to figure out a way to make Coachella work.

Because in the end, its about the music we love.
Nothing ever goes smoothly in GnR land, we are used to this by now.
Its the way its always been. And likely always will be.
But we still love the music.

So one of three things will happen
1. huge announcement and everyone is elated with joy and excitement
2. plans are all scraped, everyone is pissed and disappointed
3. some vague bullshit that we'll be left to interpret which basically leaves us in the same place we are right now.
If I was a betting man, I would say we are getting 3.
