I think it's a side effect of Axl getting control of everything. Back in the day he took a long time and only had to do his vocals. He has a slow methodical approach to working i'd guess. But now Now he does that, plus cuts the guitar parts, mixes the drums, overseas the synth programming, mixes the tracks, produces the song...does it all...in addition to all the non-musical shit with GNR, deals with the label, fights over merch, the lawsuits, his personal life stuff....
Bottom line is old GNR was a creative machine with many songwriters and a ton of legal and label people and managers doing stuff. These days Axl is doing all of these rolls to some extent as well as what he used to do. OR that's my guess.
I think you're right but that should only add 3 or 4 years at MOST to the recording of CD. It still should have been out in 1999.
