Start by prosecuting gang bangers with firearms convictions and keeping them locked up for a very long time. 

A simple show of force will bring out the boldest ones, and after they enact violence, we shoot them. These people don't deserve special treatment. All of that is entirely legal, but activist groups and liberal politicians refuse to punish thugs who endanger the lives of good people.
