Both are. Really remains a mystery why they weren't A-Listed. The song I look most forward to now is Oklahoma/Berlin. I hope we'll get to hear it one day.

According to this interview it looks like Duff isn't going to be touring with them:
"I don’t think Duff’s available. He’s got a cash machine over there that he’s got to tend to (laughs)."

Which would lend weight to the rumours that GN'R's putting together a new record, I suppose. Bummer though, I missed out on seeing them last time they toured, and it would've been nice to catch the whole line-up once. To be fair, though, the big draw for me is Angell.
Ditto, if you read the whole interview you see how Jeff tries to avoid to discuss Duff's future involvement for over 2 questions. If you also consider that he (in an earlier interview) and also Barrett Martin basically named Duff's time away with GN'R as the main reason why they waited so long to put the record out, you gotta ask yourself why Duff now has no time to not even show up for the record's release party? Maybe Duff thought he had some time off touring, but now plans have changed because they are actually contemplating a GNR record for real? If Walking Papers got tired of waiting for him, they could have said so...
But the record is really great! I can't hide my excitement for it
I'm gonna go see them with or without Duff if they're coming anywhere close to me again. Jeff is the big draw for me here too!!

Duff and Ben were originally only on a few WP songs on their first album, but they re-recorded parts of it in 2013 for the re-release on a bigger label. WP2 was recorded as a full band effort, all of them in the studio together. I saw them live in 2013, so I already heard some of the new stuff and it sounded like WP2 could be an even better album than WP1. That's probably why I have been waiting so impatiently for this... 
Just to clarify, on Duff's solo album it's not Jeff Angell, but Jeff Rouse from Loaded. But yeah, an Izzy/Jeff Angell collaboration would sound really, really interesting

The second Walking Papers record was recorded around Christmas 2013, right after their tour. So actually quite a while ago. There were some issues with the release at first. From what one could gather from their FB Updates, there were troubles with finding the right label and also some issues with naming the record?! It was never announced but reading Barrett Martin's book makes me think they actually broke up at some point. He mentions that in 2014 "his latest rock band split". I don't know what other band that would have been. It also would make sense as their FB Updates almost died completely in 2014. Instead Duff suddenly was talking about a new solo album that he started recording with Izzy and Jeff (from Loaded), Jefferson Angell (singer of Walking Papers) then started his own project with Ben Anderson (the keyboard player of Walking Papers) and nobody was talking about WP2 anymore. Then GN'R happened and only after Barrett's Martin book release he started talking about it in interviews again, saying that they were waiting as long as Duff would be busy with his "day job".

I think when I looked into it back in the day that the 2nd cover Apex posted above is also Japanese in origin.
It wasn't the first time.

given their history, this was pretty cool. hopefully kurt isn't rolling over in his grave.
i'd REALLY love to hear him drum on chinese democracy live. imagine that -- slash's badass guitar works with dave's huge fuckin' drum sound. it'd easily be the definitive version of that song!
i mean, dave's drumming on smells like teen spirit was the inspiration for the drums in chinese democracy, so it would only make sense.

They sent the finished thing over the Axl who called Zutaut straight away: “I’ve only been asking for that for, like, six fucking months!” he said. “You don’t understand: I’ve been losing my fucking mind! I ask you for something, I get it. I’ve been asking other people and they can’t get it?!”
