Here's a comparison between the Best Buy top sellers list and the Billboard 200 chart, for the heck of it.
Eminem - Recovery #1 Best Buy, #27 Billboard
Taylor Swift - Speak Now #2 BB, #33 Billboard
Britney Spears - Femme Fatale #3 BB, #1 Billboard
Katy Perry - Teenage Dream #4 BB, #17 Billboard
Guns N' Roses - Chinese Democracy #5 BB, #199 Billboard
Now obviously CD sticks out as the only one that's not in the top 33. But, it was a Best Buy exclusive. And out of the top five at Best Buy only ONE is in the Billboard top 16.
Point being, just because Lady Gaga is lower than GNR, it doesn't mean the list is made up. The list seems random enough to me for GNR to be right where it is.

Obviously, but even that doesn't matter as much as it used to with the decline in sales. #3 3 years ago was good enough to move 250K units. Now I'm sure it's significantly less. So in comparison to their peers it's still a good barometer, but selling records isn't the main source of income. And I'm sure that isn't news to anyone
