You might be right, but 2 things;
Remember how we thought Me and My Elvis was Elvis Presley and the Monster of Soul (which was renamed Monsters?) Well clearly it wasn't. Just 2 different tracks that had the words Elvis in the title. Unless it turns out Monsters isn't Soul Monster - which again would further prove the point anyway.
Also the track was supposedly called Ides of March in 98 on conception. I suppose they could have renamed it Circus Maximus in 2000 then changed the back in the early 00s to Ides again, but still... (see chinese whispers].
My theory is that these songs were intended to be an album-ending suite.

Also Me and My Elvis whiched leaked on the "19" leaked village sessions discs clearly is a different song from Monsters does everyone agree ?
Axl states in the chats that Elvis Presley and the Monster of Soul aka The Soul Monster (working title Leave Me Alone)" which will no doubt end up "Soul Monster". We all agree on this right ?
Then whole Perhaps/General and Monsters album that was orginally available for presale. So Axl was going to have a song he claimed as his most vicious vocal be a bonus song on a b side or is it more likely that The General and Monster are supposed to be played back to back, that Monsters is a continuation of the general ?

If you disagree with me that Soul Monster and Monsters is different song list a reason other then monster's is in the title or i will point out how absurd out of 41 to 52 completed songs 2 have Elvis in the title.

1.It is not just the fact that the word monster appears in both songs. In addition to the word monster, Monsters contains the line "you stole my soul". If it isn't Soul Monster, that's a far bigger coincidence than two songs with Elvis in the title.
2.The bridge in Monsters matches Axl's description of the bridge in Soul Monster perfectly. Again, very implausible that this is a coincidence, outside of wishcasting.
3.Monsters has the "Sabbath" vibe Axl alluded to. One of the first thing many listeners pointed out was the similar delivery to Ozzy, and the music, while not guitar driven, also fits the general mood of Sabbath. On the other hand, Me And My Elvis is vintage late 90s/early 2000s industrial rock. Besides the spooky keyboards, nothing in the track lines up with the Sabbath sound.
4.Monsters was almost certainly meant to be a hidden track at the end of the Perhaps vinyl, not a part of The General. "The General And Monsters" filing was probably TB or some other minion being told to register both songs and mistaking it for one long title.

So let's clarify the minion who said The General was a Monster was the bands manager Fernando.
The argument regarding the bridge can be thrown out the window with the bridges from Better and State Of Grace sounding similar to Monsters bridge, is that a fair statement.
The black sabbath sound to monsters is a fair statement.
The statement that lyric soul appears is also a fair statement.
Disregarding the unlikelihood of 2 songs having Elvis in the title is unfair.
Maybe this is a garden of eden and the garden situation ?
Overlooking what the definition of the word Monstrosity is in your words wishcasting.

That's a good point. Axl might get inspired by something and write more than one song revolving around a similar theme. They might call them both something like Elvis tentatively then later they settle for something else, or not.
I still wonder why songs like State of Grace, Circus Maximus or Quicksong never became anything. They sound so much better than some of the other stuff to my ears.
