He can bend to peer pressure. Axl was the last person to sign off on Adler being thrown out, despite having a lot of reason to ditch him. Frank had to go because he was a poor fit and Slash/Duff wanted somebody else badly. He is not going to jeopardize the reunion for a replacement drummer.
Matt and Pittman acted out of line. That is a big no no.
Only exception is Gilby. Apparently Axl just viewed him as a temporary replacement and when he did not live up to expectations let him go.
Axl will reward loyalty unless special circumstances forces his hand. He values the opinions of Slash and Duff. With Frank he may have thought "alright we gave him 20 years, he's not really up to snuff, he did not prove himself sufficiently". Similar to Gilby in that sense. But even in that case Axl was loyal to him for decades. Somebody like Angus or Gene Simmons would not hesitate to ditch a player at the first opportunity.

Everything you wrote above is a fair outlook on those scenarios.
When Frank left why wasn't Freese the replacement he's the orginal nugnr drummer and was the drummer for Slash's solo album on the majority of the tracks.

I listed other band members too Fink, Brain, Melissa ,Tommy and Bumblefoot.
Buckethead and Tobias left on their own accord.
As i stated Axl is only loyalty applies to himself and Team Brazil is my opinion.
Izzy asked him to split the loot, now i or anyone else can't claim to know the exact financials without the contract being publicly available but it would seem Izzy was given a low ball offer in my opinion.
Axl being portrayed as mr loyalty didn't work out for Goldstein or even Caram.

I think the reunion happened because there was not much of a band left. Richard is still there, same with Dizzy. If Frank could drop a beat likely he would be too. Izzy, Steven are being paid lip service because they proved unreliable in the past. Izzy's enthusiasm lasted about 5 minutes before he went back into hiding.
TB is the best example of Axl rewarding loyalty when it is not really deserved. Complete mediocrities dragging the band down, but they stick to him so he keeps them around. Goldstein wasn't fired, but he should have been.

So Goldstein *Retired* (fired hence his letter later to Axl) and was tricked by Merck.
Azoff kept firing Fink and Axl didn't respect that Fink, Stinson and Fortus didn't want to replace Buckethead with another guitarist, So Fink said fuck it.
Axl could've fixed it chose not too and hired a guy wearing top hat and smoking a cigarette not named Slash.
Bumblefoot got bullied by the other members of nugnr and became very depressed (just like Buckethead), He wanted to put out new music as a band not play copy and paste onto finished songs that others wrote.
Where's the second album Axl said was ready and would come out after touring a year or two for Chinese Democracy ?
That may have solved that.
Tommy was almost out in 06 with Duff ready to replace at moments notice in nyc. He saw the writing on the wall.
Also stated what a waste of fucking time it was making Chinese Democracy because it was done years before it's release.
That's on Axl. art work, music videos blah blah fucking excuses.
Tommy knew it was over after Chinese Democracy came out.
Pittman upset Axl with whole Neil Young thing, Which even Axl made a point to mock him on Jimmy Kimmel on.
Guy was with the band for 19 years and Axl can't figure out how to resolve any issues ? Sure he had substance abuse problem but are we going to pretend Axl is sober ? Duff has had relapse and recovered Pittman didn't earn that opportunity ?
Brain did the remixes and didn't get paid.
So got to be on reunion era releases as the drummer and Melissa got Pittman's gig. Iykyk situation.
Gilby got fucked.
Frank got set up. He had gigs booked and Duff and Slash wanted the band to rehearse on short notice. They complained and Duff presented Isaac as a cheaper alternative that had better chemistry with the band.
That's some loyalty (I prefer isaac to Frank) why do you think Axl is always giving Isaac shit, it's guilt over frank.
Matt pointed out Axl's nonsense with Tobias vs Slash.
That was Axl's power move against Slash that and ownership of the name.
How did that work out ?
Izzy saw Axl's ego and paranoia and his bandmates substance abuse.
Caram (The Butcher) Constanzo finaly got fired. I got nothing to say except good job firing him and release the George Marino masters !
Team Brazil are in control it's not loyalty it's dependence.
Azoff taught Axl how the music industry really works. So eventually Axl played ball for the money and lifestyle. All those rants and all those interviews about nugnr being the future and Slash being the past afd proved to be hypocrisy.
He abandoned all of the band members except Dizzy who's a yes man and Fortus.
So when you say he's loyal guy i respectfully disagree.

Well I think he can both reward loyalty and also be a shitty band leader. Axl doesn't seem to be a money grubber so I doubt incidents where people don't get paid is him trying to stiff them. More likely a chaotic organization where things don't get solved or miscommunication. Also if he feels slighted in any way he can become really difficult and dismissive. He also lives in a bubble where all his yes men are feeding him information through a lens of "this is not your fault" so his perspective is probably warped.
Getting back Buckethead didn't seem to be an option. The band treated him poorly, but that is not exactly Axl's fault. Once he left, Axl took the position of "fuck you", like he always does when people disappoint him, real or imagined.
I don't know what actually happened with Goldstein and the tour fiasco. But I think we can agree that Doug was a yes man of limited competence. If he screwed up something I can see Axl taking that as a slight. Then you probably have Merck and Sanctuary pissing in his ear that Doug wanted out, agreed to it etc.
And the CD thing wasn't him refusing to release it, it was the failure to get the label to promote it the way he wanted to. It took Azoff to secure the Best Buy deal for that to happen. Apparently Axl was not satisfied with that, which is sort of fair, it was a cut your losses type thing. But he also should have realized that the gig was up at that point and move on. Nobody was going to invest serious money into a failed project. He is also basically sitting on his ass in this time period regarding new material and still is.
He can be a trainwreck but I don't think loyalty is something that he lacks. The Frank thing might very well have been Duff and Slash setting him up, and him feeling bad about it is proof of his loyal nature, not the opposite.
