I think Hot Topic does this all the time. They have an M.I.A. shirt that's just that SPIN cover she was on last year. She looks great in that pic but its tacky, especially considering she always does her own artwork for merch.
While you are probably right that its unofficial, it does seem like an old logo that was dusted off a 20 year old drawing board. If not, an old school fan came up with that design.
